The report released Wednesday is the first portion of a three-part investigation of the fires last year that killed at least 101 people and destroyed the historic town of Lahaina.
Craig N. Ross Jr. pleaded guilty in February to taking the girl Sept. 30 from a campground at Moreau Lake State Park, a rural area about 35 miles north of Albany.
